The session was held in Srinagar from September 21 to 30. In his concluding remarks, Speaker Abdul Rahim Rather thanked the legislators, Assembly staff and officials involved in conducting the proceedings. Rather said the responsibility of the Chair was to provide members an opportunity to raise issues of public importance and convey the concerns and expectations of their constituents. The seven-day session witnessed several major developments, including heated exchanges between members, debates over statehood, teachers' job security, media regulation and issues concerning different departments. One of the key developments was the passage of a resolution seeking restoration of full statehood to Jammu and Kashmir. The resolution was passed by a majority vote, while BJP members opposed it. BJP legislators objected to the reference to autonomy and protested against the resolution inside the House. The Assembly also passed a resolution concerning the Teacher Eligibility Test (TET), aimed at providing relief to a section of government teachers. The move was welcomed by a large number of teachers and political leaders. The issue of social and press media transparency also generated debate in the House. Education Minister Sakina Itoo raised concerns over transparency and ethical standards in social media and suggested the need for a clear policy. Speaker Abdul Rahim Rather also supported the need for a transparent and professional media policy and said guidelines should be formulated. PDP MLA Waheed Para, however, opposed the proposed media-transparency mechanism, stressing that the media should remain free and describing it as the fourth pillar of democracy. He also highlighted the growing role of social media in informing the public. Saifuddin Bhat Hails Short Assembly Session Budgam MLA Saifuddin Bhat described the short Assembly session as productive. Bhat said he supported the proposed Social and Press Media Transparency Bill and that the legislation would be discussed in the next session of the Jammu and Kashmir Assembly. He said he raised several issues concerning his constituency, including sand extraction and the availability of construction materials. He stressed the need for transparency and proper regulation in the extraction of sand and soil from water bodies. Bhat said the government had listened to the issues raised by him and that several constituency-related matters had already been resolved. He added that the remaining issues would be taken up in the next Assembly session. Aga Syed Muntazir Mehdi Criticises NC Government PDP youth leader and Budgam MLA Aga Syed Muntazir Mehdi criticised the National Conference-led government, alleging that it failed to provide relief to the general public during the seven-day Autumn Session. Mehdi said no significant bill aimed at benefiting the common people was passed during the session. He said issues concerning daily-wage workers, NHM employees and ASHA workers remained unresolved. Mehdi also alleged that the National Conference had failed to fulfil promises made to the people regarding employment, free LPG cylinders, free electricity up to 200 units and other welfare measures. Mehraj Malik Marshalled Out of House Doda MLA Mehraj Malik was marshalled out of the Jammu and Kashmir Legislative Assembly on Wednesday following an exchange with Speaker Abdul Rahim Rather during a discussion on media and social media regulation. Malik questioned the need to discuss social media regulation in the House, arguing that there was no existing law preventing people from using social media platforms. He also questioned the use of Assembly time for the issue in the absence of a specific legal framework. Following the exchange, the Speaker directed marshals to remove Malik from the House. Surinder Choudhary Criticises BJP Deputy Chief Minister Surinder Choudhary criticised the BJP over its position during the Assembly session. He said the BJP had failed to support the statehood resolution despite the party having previously promised to support restoration of statehood. Speaker Seeks Finalisation of New Car Policy Taking serious note of the delay in finalising the new Car Policy, Assembly Speaker Abdul Rahim Rather on Wednesday directed the government to ensure that the policy is finalised and notified within 15 days. Members raised concerns over the implementation of various water-supply schemes and difficulties faced by people in different areas. Don’t Kill the Beauty of Jungle
