Sleeper cells are also being funded from foreign temples built in Nepal. Recently, such activity has come to light in Lumbini, the birthplace of Lord Buddha, adjacent to Maharajganj district, where a foreign organization is providing money to the youth in the name of social welfare in the Terai region. Indian security agencies have sought help from Nepal for this. This year, the Turkish organization IHH has provided funds worth around Rs 20 crore to the madrasa in Nepalganj, adjacent to Bahraich. Some people from Shravasti have also been found associated with this madrasa. Following Turkiye's involvement in the Delhi bombings, security agencies have increased their vigilance due to the increased activity of IHH in Nepalganj. Santosh Singh, a former IB officer who worked on the Nepal border, says Turkiye's radical NGO has links to Shadat, whose primary function is to recruit and train jihadists. Shadat has been implicated in terrorist activities in Syria, Qatar, Britain, and even the United States. Following the Delhi bombings, security agencies investigating white-collar terrorism have also received information about sleeper cell funding from foreign temples and madrasas. This is believed to be a retaliatory maneuver by Pakistan's ISI and China's intelligence agency, the Ministry of State Security (MSS). Based on this information, the National Investigation Agency (NIA) raided two locations in Bahraich and Shravasti last week. Information has also been gathered about a former municipal body president from Maharajganj. Investigations so far have highlighted the most sensitive areas in Sant Kabir Nagar's Mehdawal, Kushinagar, Siddharthnagar, Ambedkarnagar, Shravasti, Bahraich, Sultanpur, Balrampur, Maharajganj, Bareilly, Rae Bareli, Gonda, and Barabanki. Among these, Lashkar-e-Taiba's network has been exposed in Bareilly, Rae Bareli, and Maharajganj.
