Ensuring national security and providing administrative support to the electoral process are the primary objectives of this joint protocol. 2. Election Intelligence and Information Management (EC Protocol): Sensitive Phases: The polling process, vote counting, and result declaration stages shall be considered highly sensitive administrative phases. Postal Ballots: According to special instructions, a minimum of 70% of postal ballots shall be verified through security and intelligence mechanisms. This shall be treated as a mandatory administrative and security measure. Focus Areas: The primary focus of intelligence operations shall be on potential public unrest and post-election instability. 3. Security and Control Protocol (NSI Protocol): Role of Intelligence Agencies: From the pre-result phase until two hours after the announcement of results, all sensitive polling centers shall remain under active intelligence surveillance. Preventive Measures: If any unauthorized gathering, provocation, or suspicious activity occurs within 10 minutes prior to the result announcement, the concerned polling center shall be brought under full operational control. Post-Result Monitoring: For 48 hours following the announcement of results, any form of anti-government or stability-threatening activity shall be dealt with under strict security supervision. Digital Surveillance: Digital platforms and information channels shall be placed under active monitoring to prevent the spread of misinformation, and if necessary, specific online platforms may be temporarily restricted. 4. Coordination and Crisis Management: Command Control: NSI and the Election Commission shall operate under a joint command structure throughout the election result process. Communication: All communications shall be conducted through central encrypted channels and vertical (hierarchical) reporting systems. Code Assessment Levels: Green Signal: Normal result announcement as per plan Yellow Signal: Administrative disorder or limited instability Red Signal: Immediate security intervention required 5.
