दिल्ली के किसानों को MSP का लाभ नहीं, सांसद योगेंद्र चंदोलिया ने 2 दिसंबर को लोकसभा में अनस्टॉर्ड प्रश्न उठाया उन्होंने पूछा कि क्या सरकार को इस बात की जानकारी है कि दिल्ली के किसान MSP का लाभ नहीं पा रहे हैं? और अपनी फसल दिल्ली के बाहर बेचने को मजबूर हैं? कृषि राज्य मंत्री रामनाथ ठाकुर ने लिखित जवाब में कहा केंद्र सरकार पूरे देश के लिए 22 फसलों पर MSP घोषित करती है, दिल्ली भी इसमें शामिल है लेकिन MSP पर खरीद तब ही होती है जब राज्य सरकार या केंद्रशासित प्रदेश PM-AASHA की प्राइस सपोर्ट स्कीम (PSS) के तहत प्रस्ताव भेजे मंत्री ने स्पष्ट किया कि दिल्ली सरकार की ओर से अब तक PSS के तहत कोई प्रस्ताव नहीं आया है MINIMUM SUPPORT PRICE IN DELHI SHRI YOGENDER CHANDOLIA Will the Minister of Agriculture and Farmers Welfare be pleased to state: (a) whether the Government is aware that farmers in Delhi are not receiving the benefits of the Minimum Support Price (MSP) and are forced to sell their crops outside Delhi and if so, the reasons therefor; (b) the number of farmers in Delhi who have been affected by the non-implementation of the MSP and the total quantity of crops that have been sold outside Delhi; and (c) the steps being taken by the Government to ensure that farmers in Delhi receive the benefits of the MSP and the timeline for the implementation of the scheme ANSWER MINISTER OF STATE FOR AGRICULTURE AND FARMERS WELFARE (SHRI RAMNATH THAKUR) (a) to (c): Every year, Government fixes Minimum Support Prices (MSPs) for 22 mandated agricultural crops for the country as a whole including Delhi, based on the recommendations of Commission for Agricultural Costs & Prices (CACP), after considering the views of State Governments and Central Ministries/Departments concerned. Government’s price policy is to ensure remunerative prices to farmers by offering to procure their produce at MSP. However, farmers are free to sell their produce to the Government procurement agencies at MSP or in the open market, whichever is advantageous to them. Price Support Scheme (PSS) which is a component under the Pradhan Mantri Annadata Aay SanraksHan Abhiyan (PM-AASHA) for procurement of notified oil seeds, pulses and copra directly from pre-registered farmers conforming to the prescribed Fair Average Quality (FAQ) norms by Central Nodal Agencies through the State level agencies at Minimum Support Price (MSP) announced by the Government as and when prices fall below the MSP during the harvesting period. This scheme is implemented at the request of the concerned State Government / union Territories which agrees to exempt the procured commodities from levy of mandi tax and assist Central Nodal Agencies in logistic arrangements including gunny bags, working capital for state agencies, creation of revolving fund for PSS operations, etc as required under the scheme guidelines. However no proposal has been received from Government of Delhi under PSS.
