Whereas, the State of Punjab is currently grappling with one of the worst flood disasters in decades, impacting numerous villages and affecting lakhs of people, and the Government Medical Colleges and their attached hospitals are functioning as key referral centres for treatment of the affected population, with a large number of patients suffering from flood-related ailments and emergencies; Whereas, the Chairman of the State Executive Committee constituted under the Disaster Management Act, 2005, exercising the powers conferred under subsection (e) of Section 24 of the Act, has issued various directions to multiple departments, including health and medical services, to ensure coordinated response and work towards the betterment and relief of the affected population; Whereas, uninterrupted medical and nursing services are essential to secure proper maintenance of public health, emergency treatment, critical care, and disaster response in the entire State of Punjab; Whereas, it has come to the notice of the Government that Nursing Staff in Government Medical Colleges and associated hospitals have proceeded on strike with effect from 25.09.2025 without any prior notice, thereby seriously hampering delivery of essential health services, including OPD, ICU, NICU, PICU, OTs, post-operative care, and ward management; Whereas, the Government is satisfied that the services of Nursing Staff and other essential medical personnel are required round-the-clock both in hospitals as well as in the field to secure uninterrupted health services, provide medical relief to the flood-affected population, and maintain public order; Now, therefore, in exercise of the powers conferred by Section 4(1) of the East Punjab Essential Services (Maintenance) Act, 1947 (Punjab Act No. 13 of 1947), the State Government hereby directs that all Nursing Staff and other essential medical personnel working in Government Medical Colleges and Hospitals in Punjab shall join their duties with immediate effect and shall not absent themselves from duty, leave their place of posting, or refuse to perform their duties, until further orders.
