The Government of India establishes responsibility and accountability for the repeated intelligence failures occurring under the Home Minister’s watch. 2. An all-party meeting must be convened immediately and this time the Prime Minister must ensure his presence given the gravity of the situation. 3. The government must clarify whether the Prime Minister's 'new normal' doctrine will become the basis for India’s response to this act of terror.
