In a Post On X MLA Pulwama Waheed-ur-Rehman Para Said " PDP’s Land Bill - The Regularization and Recognition of Property Rights Bill was drafted to protect the dignity of the poorest families in J&K, recognising that those who have lived on State, Kahcharai, Common and Shamilat lands for over 20 years are not encroachers but citizens with a constitutional right to shelter under Article 21. No family should ever be punished for building a home & for the state’s own neglect. A one time compassionate measure was proposed through this bill that shielded families from demolitions and displacements while granting long overdue ownership rights. Access to registration, documents, bank loans and formal recognition of homes would have finally been possible. Human settlements that existed for decades would have entered the legal fold with fairness and dignity. Yet, this people centric bill was rejected. National Conference leaders led by CM OmarAbdullah chose to brand people as “land grabbers”, while BJP called it “land jihad”. This bill stood for justice, dignity and the lived realities of our people but the way NC-BJP joined hands to defeat the bill was & continues to be an insult to thousands of families whose only fault was building a roof over their heads when the state had abandoned them.
