A new Gaushala at Tihar complex and three ICT (Information and communication technology) initiatives were inaugurated by Hon’ble Lieutenant Governor Sh. Vinai Kumar Saxena ji in the presence of Sh. Ashish Sood ji, Hon’ble Home Minister, GNCT of Delhi and Senior Officers of GNCT of Delhi. These initiatives are inspired by the vision of Hon’ble Prime Minister Sh. Narendra Modi ji and it not only an event but a movement that commence India’s rich tradition with modern innovation. On this occasion Delhi Lieutenant Governor Shri Vinai Kumar Saxena said that the Tihar Gaushala and Tihar Bakery mark a significant step towards the reform and rehabilitation of prisoners, which will contribute to a positive change in society. Shri SBK Singh, Director General of Prisons, is commended for his leadership and innovation, who has played a key role in making this initiative a success. At the event Delhi Home Minister Shri Ashish Sood said that today the Lieutenant Governor of Delhi, Shri Vinai Saxena, inaugurated a new cowshed (gaushala) in Tihar Jail No. 7, and also launched an IT initiative at the Tihar Jail Headquarters. He stated that this is not just an administrative programme, but an important effort to advance social responsibilities with a scientific approach. Detailed information about these initiatives was presented before us, and what impressed me the most was the impact assessment of the schemes. Shri Sood said that introducing schemes is easy, but ensuring their proper implementation and real impact is the true measure of a government’s success. It is extremely important to understand what effect these schemes have on our lives, and assessing this impact scientifically is essential. The numerous innovations undertaken by the jail administration are a testament to this effort. Their initiative to scientifically study society’s needs and share relevant data and information with the Delhi Government is truly inspiring. Speaking about cow therapy, Shri Sood said that for inmates suffering from loneliness. cow therapy offers a new ray of hope. It is a psychological method that can help eliminate loneliness. Shri Sood also said that he has proposed to the Hon’ble Lieutenant Governor the creation of a state-of-the-art gaushala in Tihar Jail, with financial assistance from the government and a well-organized system for the upkeep of cattle. This would further strengthen the initiative, enabling the shelter, care, and service of a larger number of stray cattle. while also achieving the desired outcomes. The Home Minister said that between 1 January 2025 and 19 January 2025, Delhi Police received 25,000 complaints related to stray and abandoned cattle. Our existing gaushalas have a total capacity of 19,800, whereas more than 21,800 animals are currently sheltered. In such a situation, the new initiative at Tihar Jail where currently 10 cows have been given shelter may seem like a small beginning, but it is a visionary step. He congratulated the jail administration, the DGP, and the entire team for taking this important step. Shri Sood also spoke about Tihar Jail Bakery’s products. stating that the items produced in Tihar Jail are of excellent quality. He said he would request the Hon’ble Chief Minister of Delhi, Smt. Rekha Gupta, to bring a proposal before the Cabinet to allow the use of Tihar Bakery products in all Delhi government offices. This will not only increase Tihar Jail’s revenue but will also boost the morale of our inmate brothers. Taking forward the Hon’ble Prime Minister’s message of self-reliance, our effort is to give greater encouragement to products made in Tihar Jail. Under the guidance of the Lieutenant Governor, work is also underway to form a society that will efficiently handle the sales, management, and distribution of these products. Shri Sood also welcomed the jail administration’s initiative to register NGOs online for community service and reformative work inside the jail. He said this will ensure that NGO registrations are handled with greater transparency. It positions Tihar as a centre of learning, compassion and transparency. Gaushala at Tihar will focus on the preserving indigenous cow breeds particularly Sahiwal cows. This will also enable the inmates to generate their income and to support their family with increasing income even while remain in jails. The Gaushala will also provide an opportunity of cow therapy to the inmates who are lonely and don’t get visits from family or friends. The second initiative is the digital integration of Tihar baking school and making Tihar products available online through ONDC and “my store” platform so as to enable the Tihar products at door steps. This means people can now have easy access and they can purchase Tihar products from their homes, supporting the inmates and their efforts. The Inventory Management System inaugurated today stream line the management of essential supplies like food, medicine and other essential items. It will enable real time tracking in procuring these items. Also it will create alerts for re-orders and procurements, thereby ensuring transparency, accountability and efficiency in the system. It will strengthen the frame work of smart governance in the present system. In alignment with digital India a new website for NGO in Tihar has been inaugurated today. NGO now can register free of cost through this website and after approval, they can start working on it. Now it will easier for NGOs to work together and upload their activities online on the website. This initiative will bring NGOs together, creating a collaborative effort that benefits inmates. Under the leadership of DG Prisons Sh. SBK Singh, Tihar is moving towards a model of humanity and self-reliance, setting an inspiring example.
