TWO BIG NAMES ARE Syed Salahuddin (born Mohammad Yusuf Shah) is the chief of the Pakistan-based militant organization Hizbul Mujahideen and heads the United Jihad Council, a coalition of jihadist militant groups. He is a prominent figure in the Kashmir conflict, advocating for the merger of Jammu and Kashmir with Pakistan. Designation as a Terrorist: He has been designated a Specially Designated Global Terrorist by the United States Department of State and is on the Most Wanted List of India's National Investigation Agency (NIA). The Indian government also designated him as a terrorist in October 2020. Activities: Salahuddin is known for his anti-India stance and for openly claiming responsibility for various attacks. He has vowed to block peaceful resolutions to the Kashmir conflict and has threatened to turn the Kashmir valley into a "graveyard for Indian forces". Location: He is currently based in Pakistan and continues to operate from there. Background: Before his militant career, he contested the 1987 Jammu and Kashmir Assembly elections. Following allegations of election rigging and a brief imprisonment, he joined the militancy. Legal Status: Indian authorities, including the Enforcement Directorate and NIA, have filed charge sheets and issued non-bailable warrants against him and others in connection with terror funding cases. His sons have also been subject to legal action and termination from government services by Indian authorities. 2. Sheikh Sajjad Gul is a designated terrorist and the founder/commander of The Resistance Front (TRF), an offshoot/proxy group of the Lashkar-e-Taiba (LeT) terror organization. He is originally from the HMT area (Khushipora, Rose Avenue) of Srinagar, Kashmir, where his family property has been attached by the police under the Unlawful Activities (Prevention) Act (UAPA). Key information about him: He is identified as the mastermind behind several terror attacks in Jammu and Kashmir, including the April 2025 Pahalgam attack that killed 26 people, as well as grenade attacks and the Z-Morh Tunnel attack. Gul is believed to be hiding in Rawalpindi, Pakistan, under the protection of Pakistan's intelligence agency, the ISI. The National Investigation Agency (NIA) has designated him a terrorist and announced a reward of ₹10 lakh (1 million INR) for information leading to his capture. Born in Srinagar in 1974, he earned an MBA in Bengaluru and briefly ran a diagnostic lab in Kashmir before becoming an overground worker for LeT. He was previously arrested in 2002 for possession of RDX and plotting blasts, convicted, and sentenced to 10 years. After his release in 2017, he fled to Pakistan. "HMT Sgr" refers to the HMT (Hindustan Machine Tools) area in Srinagar, where his family residence is located. Authorities have been actively working to disrupt his network, including seizing properties linked to him in India. Fayaz Ahmad Khan @ Fayaz Khan is a known Pakistani-based Hizbul Mujahideen (HM) terrorist of Kashmiri origin. According to reports, this individual is from Gutlibagh ganderbal in Kashmir but is currently residing in Pakistan and is an active handler for the HM. Ganderbal Police filed a chargesheet against him and three associates in March 2021, stating that the arrested individuals were in contact with him and being handled by him from across the border to carry out terrorist and subversive activities in the Ganderbal district of Jammu and Kashmir. Authorities have already seized properties belonging to a terrorist named Fayaz Ahmad Khan in Kashmir as part of actions against terror funding and today his known and relatives were searched also. 2. Farooq Ahmad Rather, son of Abdul Ahad Rather and a resident of Kurag, Ganderbal (near Kheer Bhawani/Tulmulla), is a known terrorist who is currently operating from Pakistan-occupied Kashmir (PoK)/Pakistan. In July 2025, the Ganderbal Police in Jammu and Kashmir attached immovable properties belonging to Rather as part of a crackdown on terror financing networks. The individual is involved in a case registered under the Unlawful Activities (Prevention) Act at the Kheerbawani police station. This individual has been involved in coordinating and promoting terrorist activities from across the border. Rather is considered absconders, and the attachment of their properties is a measure taken by authorities to disrupt their support systems in the region. Mohammad Yousuf Naseem alias Yousuf Naseem, originally from Chountwaliwar, Lar, in the Ganderbal district of central Kashmir, is a proclaimed offender who is now based in Pakistan/ POK and is wanted by authorities in a terrorism-related case. He is identified as a prominent Hurriyat leader based in Pakistan by Indian officials. The Ganderbal police in December 2023 attached his immovable properties, he had exfiltrated to Pakistan for illegal arms training. Today his known and relatives were searched 4. Abid Ramzan Sheikh, a self-styled commander of the Lashkar-e-Taiba (LeT) terror outfit (which includes The Resistance Front - TRF), is an active and wanted terrorist from Chotipora, Shopian. He is reportedly currently based in Pakistan. He is involved in numerous terror-related cases, including the 2022 killing of an off-duty CRPF personnel Mukhtar Ahmad Doie and the murder of two non-local laborers in Shopian. Police have described him as a "top divisional commander" and the individual behind many incidents in South Kashmir. He is also involved in instigating and motivating local youth to join terrorist ranks. Authorities consider him a significant figure in the region's terror network, operating from Pakistan and orchestrating attacks remotely. His known people and relatives were searched today. 5. Lateef Khan(also known by aliases such as Sajad, Bahadur Khan, or Lateef Tiger, although "Lateef Tiger" is recognized in security records as a Pakistan-based terrorist of Kashmir origin associated with Hizb-ul-Mujahideen (HM). He is currently believed to be based in Pakistan-administered Kashmir. He is associated with terrorist activities, including having crossed the Line of Control (LoC) decades ago for training and returning to terrorism after a brief period of being a "reformed terrorist". In December 2023, authorities in Kashmir attached his property and the properties of other absconding terrorists operating from Pakistan. He has been described in some contexts as a "chief operational commander" at a local level or a Pakistan-based operative involved in HM activities.
