धर्मवीर गांधी के ट्वीट ने कांग्रेस में हलका इंचार्ज प्रथा पर हलचल मचा दी

Noida, Uttar Pradesh:कांग्रेस पार्टी के वरिष्ठ नेता और पटियाला लोकसभा क्षेत्र के सांसद डॉ. धर्मवीर गांधी द्वारा किए गए ट्वीट ने राजनीतिक तूफान खड़ा कर दिया है। डॉ. गांधी ने अपने ट्वीट में कहा कि कांग्रेस में हलका इंचार्ज की न तो कोई परम्परा है और न ही कोई पोस्ट है। किसी को हलका इंचार्ज बनाने के लिए पार्टी हाईकमान ने कोई आदेश जारी नहीं किए हैं और न ही इस संबंध में कोई लिखित निर्देश हैं। कुछ लोग अपने आप ही हलका इंचार्ज बन गए हैं। हलका इंचार्ज की परम्परा , अकाली दल की रही है और उस परम्परा ने अकाली दल का सर्वनाश कर दिया है। जो व्यक्ति 2022 की विधानसभा चुनावों में अपनी जमानतें जब्त करा चुके हैं और लोग उन्हें हरा चुके हैं, वे कांग्रेस के हलका इंचार्ज कैसे हो सकते हैं। डॉ. गांधी के इस ट्वीट के बाद पटियाला जिले के सभी विधानसभा हलकों के उन हारे हुए विधायकों की नींद हराम हो गई है जो 2022 में चुनाव हार चुके हैं, जबकि उन हलकों में टिकट की आस लगाए हुए कार्यकर्ताओं में जान पड़ गई है। डॉ. गांधी शुरू से ही हलका इंचार्ज सिस्टम के खिलाफ रहे हैं और वे लगातार कहते आ रहे हैं कि पार्टी को प्रदर्शन (परफॉर्मेंस) के आधार पर टिकटें देनी चाहिए। उनका इशारा स्पष्ट है कि अब समय आ गया है कि पार्टी की ओवरhaul की जाए और नए चेहरे सामने लाए जाएं।

बाढ़ प्रभावित गांव में राहत सामग्री को लेकर भिड़ंत, महिला पंच घायल

Fazilka, Punjab:बाढ़ प्रभावित इलाकों में लगातार समाजसेवी संस्थाएं और प्रशासन लोगों तक राहत सामग्री पहुंचा रहे है । इसी के तहत गांव महात्म नगर में पशुओं के लिए लाए गए आचार को लेकर दो पक्ष आपस में भिड़ गए । इसके चलते ही महिला पंच वह एक व्यक्ति जख्मी हुआ है । जिसे इलाज के लिए सरकारी अस्पताल में दाखिल करवाया गया है । मामला पुलिस के पास पहुंचा तो मामले में जांच की जा रही है । अस्पताल में जेरे इलाज घायलों ने बताया कि उनके इलाके में बाढ़ आई तो काफी नुकसान हुआ है । अब समाजसेवी संस्थाएं और प्रशासन द्वारा बाढ़ प्रभावित लोगों की मदद के लिए राशन, पशुओं के लिए चारा, आचार और अन्य राहत सामग्री पहुंचाई जा रही है । इसी के चलते ही निजी संस्था द्वारा गांव के लोगों को राहत समग्री के रूप में पशुओं के लिए आचार दिया गया । जो आचार गांव के सरपंच के भाई के घर पर रखा गया था । जब वह अपने पशुओं के लिए आचार लेने गए तो उन्हें अचार देने से मना कर दिया गया । जिसको लेकर विवाद हो गया । उन्होंने आरोप लगाया कि उनके साथ उक्त लोगों द्वारा चप्पलों से उन्हें पीटा गया । महिला पंच का आरोप है कि उसके बाल भी खींचे गए । जिसके बाद उसे इलाज के लिए फाजिल्का के सरकारी अस्पताल में भर्ती करवाया गया । महिला के लड़के गुरप्रीत सिंह का कहना है कि इस घटना के बाद उसके ताया दलीप सिंह अपनी लड़कियों को छोड़ने के लिए शहर जा रहे थे । कि उक्त लोगों ने बेवजह उनके साथ भी मारपीट की । जिन्हें भी इलाज के लिए फाजिल्का के सरकारी अस्पताल में भर्ती करवाया गया है । और मामले में इंसाफ की मांग की जा रही है । उधर सदर थाना के एसएचओ हरदेव सिंह बेदी का कहना है कि मामला उनके ध्यान में आया है । उनके द्वारा पुलिस अधिकारी की ड्यूटी लगाई गई है । अस्पताल में ज़ख्मियों के बयान दर्ज करने के बाद मामले में जांच पड़ताल कर बनती कार्यवाही की चाहिए ।

Noida, Uttar Pradesh:NCRB report 2023: Odisha among states with highest crime rate against women Bhubaneswar, Sep 30 (IANS) In a disturbing development, the National Crime Records Bureau's (NCRB) latest report, Crime in India 2023, has revealed the worsening trend of crimes against women in Odisha. The report revealed that Odisha is among the states and union territories that recorded the highest rate of crimes against women (crime per one lakh population) in the country in 2023. The rate of crimes against women in Odisha in the concerned year stood at 112.4, which is the fourth highest after Delhi (133.6), Telangana (124.9) and Rajasthan (114.8). As many as 25,914 cases of crime against women have been reported at different police stations in 2023, which is the sixth highest in the country. Meanwhile, Odisha, with 761 cases, topped the list in women-related cybercrime cases that include the publishing or transmitting sexually explicit materials, blackmailing, defamation, morphing and fake profiles. The NCRB report also revealed that Odisha, with 1195 cases, is among the top 10 states (7th) with the maximum number of rape cases registered during the above year. In 2023, as many as 30 cases regarding the use of Child for Pornography and Storing Child Pornography Material were reported in Odisha and Karnataka, which is the fourth highest in the country. Odisha, with 9,367 cases, recorded the fourth-highest number of cases of assault on women with intent to outrage her modesty, while it topped the country with the highest crime rate under this category (40.6) in 2023. According to the NCRB's Crime In India 2023 report, as many as 5,611 cases were registered in Odisha during 2023, including kidnapping and abduction of women. Although Odisha is seventh among the list of states and union territories under the category but the crime rate in Odisha (24.3) is second highest in the country after the national capital Delhi (39.5).

Dera Bassi, Punjab:ਡੇਰਾਬੱਸੀ ਡੇਰਾਬੱਸੀ ਦੇ ਪਿੰਡ ਸਮਗੋਲੀ ਦੇ ਇੱਕ ਨੌਜਵਾਨ ਨੂੰ ਅਮਰੀਕਾ ਜਾਣ ਦਾ ਸੁਪਨਾ ਬਹੁਤ ਮਹਿੰਗਾ ਪਿਆ। ਕਰੀਬ 37 ਲੱਖ ਰੁਪਏ ਲਗਾ ਕੇ ਖ਼ਤਰਨਾਕ 'ਡੰਕੀ ਰੂਟ' ਰਾਹੀਂ ਅਮਰੀਕਾ ਜਾ ਰਹੇ ਇਸ ਨੌਜਵਾਨ ਦੀ ਮੈਕਸੀਕੋ ਵਿੱਚ ਦਿਲ ਦਾ ਦੌਰਾ ਪੈਣ ਕਾਰਨ ਮੌਤ ਹੋ ਗਈ ਹੈ। ਮ੍ਰਿਤਕ ਦੀ ਪਹਿਚਾਣ ਹਰਦੀਪ ਸਿੰਘ ਵਾਸੀ ਪਿੰਡ ਸਮਗੋਲੀ ਦੇ ਰੂਪ ਵਿੱਚ ਹੋਈ ਹੈ। ਪੁਲਿਸ ਨੇ ਦੋ ਟ੍ਰੇਵਲ ਏਜੰਟਾਂ ਖਿਲਾਫ ਮਾਮਲਾ ਦਰਜ ਕਰਕੇ ਅਗਲੀ ਕਾਰਵਾਈ ਸ਼ੁਰੂ ਕਰ ਦਿੱਤੀ ਹੈ। ਪ੍ਰਾਪਤ ਜਾਣਕਾਰੀ ਅਨੁਸਾਰ ਮ੍ਰਿਤਕ ਦੇ ਭਰਾ ਮਲਕੀਤ ਸਿੰਘ ਨੇ ਦੱਸਿਆ ਕਿ ਉਸਦਾ ਭਰਾ ਹਰਦੀਪ ਸਿੰਘ ਜੁਲਾਈ 2024 ਵਿੱਚ ਪਿੰਡ ਸਮਗੋਲੀ ਤੋਂ ਅਮਰੀਕਾ ਲਈ ਗਿਆ ਸੀ। ਏਜੰਟਾਂ ਨੇ ਉਸ ਨੂੰ ਡੰਕੀ ਰੂਟ ਰਾਹੀ ਪਹਿਲਾਂ 33 ਲੱਖ ਰੁਪਏ ਲੈਕੇ ਅਮਰੀਕਾ ਲੈਕੇ ਜਾਣ ਦਾ ਵਾਅਦਾ ਕੀਤਾ ਸੀ। ਦੱਸਣਯੋਗ ਹੈ ਕਿ ਮੈਕਸੀਕੋ ਪਹੁੰਚਣ ਤੋਂ ਬਾਅਦ ਏਜੰਟਾਂ ਨੇ ਉਸ ਨੂੰ ਇੱਕ ਕਮਰੇ ਵਿੱਚ ਭੁੱਖਾ ਪਿਆਸਾ ਰੱਖਿਆ। ਏਜੰਟਾਂ ਨੇ ਉਸ ਦੇ ਮ੍ਰਿਤਕ ਭਰਾ ਹਰਦੀਪ ਸਿੰਘ ਨੂੰ ਕੋਈ ਪੈਸਾ ਨਹੀਂ ਭੇਜਿਆ, ਇਸ ਲਈ ਪਰਿਵਾਰ ਨੂੰ ਹੋਰ ਚਾਰ ਲੱਖ ਰੁਪਏ ਭੇਜਣੇ ਪਏ। ਉਹ ਇੱਕ ਸਾਲ ਤੱਕ ਮੈਕਸੀਕੋ ਵਿੱਚ ਫਸਿਆ ਰਿਹਾ। ਮ੍ਰਿਤਕ ਦੇ ਭਰਾ ਮਲਕੀਤ ਸਿੰਘ ਨੂੰ ਸ਼ਨੀਵਾਰ ਦੇਰ ਰਾਤ ਇੱਕ ਸੁਨੇਹਾ ਪ੍ਰਾਪਤ ਹੋਇਆ ਜਿਸ ਵਿਚ ਉਸ ਨੂੰ ਦੱਸਿਆ ਕਿ ਉਸ ਦੇ ਭਰਾ ਹਰਦੀਪ ਸਿੰਘ ਦੀ ਮੌਤ ਹੋ ਗਈ ਹੈ। ਸੁਨੇਹੇ ਵਿੱਚ ਕਿਹਾ ਗਿਆ ਸੀ ਕਿ ਉਸ ਦੀ ਮੌਤ ਦਿਲ ਦਾ ਦੌਰਾ ਪੈਣ ਕਾਰਨ ਹੋਈ ਹੈ। ਪਰਿਵਾਰ ਵਾਲਿਆਂ ਨੇ ਉਸ ਦੀ ਲਾਸ਼ ਨੂੰ ਭਾਰਤ ਵਿਚ ਲੈਕੇ ਆਉਣ ਦੀ ਕਾਰਵਾਈ ਸ਼ੁਰੂ ਕਰ ਦਿੱਤੀ ਹੈ। ਜਿਕਰਯੋਗ ਹੈ ਕਿ ਮ੍ਰਿਤਕ ਹਰਦੀਪ ਸਿੰਘ ਨੇ ਮੈਕਸੀਕੋ ਵਿੱਚ ਫਸੇ ਹੋਏ ਇੱਕ ਭਾਵੁਕ ਵੀਡੀਓ ਪਾਇ ਸੀ। ਵੀਡੀਓ ਵਿੱਚ ਉਸ ਨੇ ਮੁੱਖ ਮੰਤਰੀ ਭਗਵੰਤ ਸਿੰਘ ਮਾਨ, ਹਲਕਾ ਵਿਧਾਇਕ ਕੁਲਜੀਤ ਸਿੰਘ ਰੰਧਾਵਾ ਅਤੇ ਮੋਹਾਲੀ ਜ਼ਿਲ੍ਹਾ ਪੁਲਿਸ ਮੁਖੀ ਹਰਮਨ ਹਾਂਸ ਨੂੰ ਦੋਸ਼ੀਆਂ ਵਿਰੁੱਧ ਸਖ਼ਤ ਕਾਰਵਾਈ ਕਰਨ ਦੀ ਅਪੀਲ ਕੀਤੀ ਸੀ। ਵੀਡੀਓ ਵਿੱਚ ਹਰਦੀਪ ਸਿੰਘ ਨੇ ਵਿਡੀਓ ਵਿੱਚ ਕਿਹਾ ਸੀ ਕਿ ਏਜੰਟਾਂ ਨੇ ਉਸ ਨਾਲ ਧੋਖਾ ਕੀਤਾ ਹੈ। ਜੇਕਰ ਉਸ ਨਾਲ ਕੁਝ ਵੀ ਵਾਪਰਦਾ ਹੈ ਤਾਂ ਉਹ ਇਸ ਦੇ ਜ਼ਿੰਮੇਵਾਰ ਹੋਣਗੇ。

Noida, Uttar Pradesh:Punjab delegation calls on 16th Finance Commission Chairman, seeks special rehabilitation package New Delhi [India], September 30 (ANI): A high-level delegation of the Punjab Government comprising the state's Finance Minister Advocate Harpal Singh Cheema, Chief Secretary KAP Sinha, and Additional Chief Secretary, Home Affairs and Finance, Alok Shekhar, on Tuesday met the Chairman of the 16th Finance Commission, Dr Arvind Panagariya, in Delhi. According to an official release, the delegation met Dr Panagariya to present a forceful case for the special long-term rehabilitation package to the state, citing the recent experience with devastating floods, among the worst in decades, which caused an estimated damage of Rs 20,000 Crores, particularly in border areas, to crops, homes, and infrastructure. Finance Minister Harpal Singh Cheema highlighted the immense strain placed on Punjab's finances due to its unique status as a frontline border state, recent natural calamities, and the structural disadvantages arising from the shift to the Goods and Services Tax (GST) regime. The release said the minister initiated the discussion by addressing the immediate need to reform the State Disaster Response Fund (SDRF) norms. Additonally, he also emphasised that existing SDRF norms have proven to be too restrictive and rigid, as they severely constrain the State Government's ability to provide timely and adequate relief. Further, he also emphasised that it is therefore imperative that these guidelines be comprehensively reviewed to incorporate flexibility and provisions for state-specific disasters. The Punjab Finance Minister emphasised the need to convert the SDRF into a non-interest-bearing reserve fund, similar to the National Disaster Response Fund (NDRF). Notably, Punjab's fund currently holds a substantial interest accumulation of Rs 7,623 Crores out of a total balance of Rs 12,268 Crores. The Chairman of the Finance Commission acknowledged the concern raised by the Punjab Finance Minister and assured that it would be discussed with the Commission members in their upcoming meeting, the release stated. Reiterating the demands put forth by the state in the last meeting with the 16th Finance Commission, the Finance Minister also called for dedicated financial support to states sharing a hostile border. He informed the Commission that the heightened tensions with Pakistan, particularly in the wake of Operation Sindhoor earlier this year, have caused massive economic losses to the state's border districts through repeated disruptions to daily life, industrial activity, and the movement of goods. "Punjab continues to face unique security challenges, including drone incursions, cross-border smuggling, and narco-terrorism, which demand constant, heavy investment in security and law enforcement", Cheema added. Additionally, the Finance Minister also apprised the Chairman that the state is investing heavily in infrastructure and police modernisation to create an effective second line of defence in support of the Border Security Force (BSF). The Minister requested a dedicated Border Area Package to strengthen police forces and law enforcement infrastructure, and has requested Rs 2,982 Crores in its memorandum to the Commission. He said that this support is crucial for ensuring both national security and regional stability. Moreover, Finance Minister Cheema also sought a special Industrial Package for Border Districts. He stated that these districts consistently lag behind the state average in per capita income due to limited industrial activity resulting from border tensions. "The closure of the Wagah border, once a vital trade corridor, has caused estimated losses of Rs 5,000 - 8,000 Crores per annum, further exacerbating the economic setback. To correct this structural disadvantage and foster inclusive growth, a special industrial development package is essential to revive industry and generate employment", said Cheema. The Punjab Government stated that the state has requested a total of Rs 6,000 Crores for this package, which consists of funds for industrial development, maintenance, and incentives, drawing a parallel to similar packages already announced for neighbouring regions, such as Himachal Pradesh and Jammu & Kashmir. The Finance Minister also addressed the adverse fiscal effects of implementing the GST regime. He said, "Punjab has incurred a permanent loss of Rs 49,727 Crores per annum due to the subsuming of various state taxes for which no compensation has been provided, a figure further compounded by the expected impact of recent GST rationalisation on state finances." To ensure greater fiscal space and fairness for the states, the Finance Minister proposed significant recommendations to the 16th Finance Commission. The major suggestions put forth include increasing the share of states to 50% of the Divisible Pool (up from the current 42%), as well as the inclusion of cesses, surcharges, and select non-tax revenue in the Divisible Pool. Additionally, the Finance Minister requested a developmental grant of Rs 75,000 Crores for the State of Punjab, on the lines of the Revenue Deficit Grant provided by the 15th Finance Commission. Later, Finance Minister Harpal Singh Cheema also presented the state's latest fiscal indicators, noting a Revenue Deficit of Rs 23,957 Crores and a Fiscal Deficit of Rs 34,201 Crores for FY 2025-26, with the debt-to-GSDP ratio standing at 44.50%. He reiterated that a favourable recommendation by the 16th Finance Commission is indispensable for Punjab to meet its critical security obligations and reverse its economic disadvantages. According to the Punjab Government, Finance Commission Chairman Dr Arvind Panagariya assured the delegation that the points raised would be carefully considered. (ANI)

The event commenced with opening Remarks by Pushpendra P Singh, Dean (CAPS), IIT Ropar, highlighting the genesis of Industry LYNK. The first panel discussion, focused on HR under the theme "The Future of Workforce in the Era of Industry 4.0: Rethinking Recruitment and Talent Readiness for Viksit Bharat," was moderated by Cheshta Dora (People Matters), with panellists Charles Godwin (HR Leader and Public Speaker, Zoho Corp.), Niket Gupta (Head of Talent Acquisition and Campus, Myntra) and Mayank Jain (Chief Metaverse Officer and Head of Digital Transformation, US Tech Solutions). The panel explored how emerging technologies and digital transformation are reshaping talent acquisition, workforce development, and HR strategies.
