ਹੜ੍ਹ ਪ੍ਰਭਾਵਿਤ ਇਲਾਕਿਆਂ ਲਈ 4 ਟਰੱਕ ਫੀਡ ਤੇ ਹੋਰ ਰਾਹਤ ਸਮੱਗਰੀ ਲੈ ਕੇ ਪੁੱਜੇ ਮੁੰਡੀਆਂ ਹਰ ਸੰਭਵ ਰਾਹਤ ਪਹੁੰਚਾਉਣ ’ਚ ਕੋਈ ਕਸਰੀ ਨਹੀਂ ਛੱਡੀ ਜਾਵੇਗੀ- ਕੈਬਨਿਟ ਮੰਤਰੀ ਵੱਲੋਂ ਭਰੋਸਾ ਹੜ੍ਹ ਪ੍ਰਭਾਵਿਤ ਲੋਕਾਂ ਨੂੰ ਔਖੀ ਘੜੀ ਵਿਚੋਂ ਕੱਢਣ ਲਈ ਸਮਾਜ ਸੇਵੀ ਤੇ ਧਾਰਮਿਕ ਸੰਸਥਾਵਾਂ ਨੂੰ ਵੱਧ ਤੋਂ ਵੱਧ ਯੋਗਦਾਨ ਪਾਉਣ ਕਿਸ਼ਤੀ ਰਾਹੀਂ ਮੰਡ ਇੰਦਰਪੁਰ ਦੇ ਦੂਰ ਦੁਰਾਡੇ ਡੇਰਿਆਂ ਤੱਕ ਕੀਤੀ ਪਹੁੰਚ ਸੁਲਤਾਨਪੁਰ ਲੋਧੀ , 1 ਸਤੰਬਰ ਪੰਜਾਬ ਦੇ ਮਾਲ, ਮੁੜ ਵਸੇਬਾ ਅਤੇ ਆਫ਼ਤ ਪ੍ਰਬੰਧਨ ਮੰਤਰੀ ਹਰਦੀਪ ਸਿੰਘ ਮੁੰਡੀਆਂ ਨੇ ਅੱਜ ਕਪੂਰਥਲਾ ਜ਼ਿਲ੍ਹੇ ਦੇ ਹੜ੍ਹ ਪ੍ਰਭਾਵਿਤ ਲੋਕਾਂ ਦੇ ਪਸ਼ੂਆਂ ਲਈ ਹਲਕਾ ਸਾਹਨੇਵਾਲ ਤੋਂ ਫੀਡ ਤੇ ਹੋਰ ਰਾਹਤ ਸਮੱਗਰੀ ਦੇ 4 ਟਰੱਕ ਲੈ ਕੇ ਪੁੱਜੇ । ਉਨ੍ਹਾਂ ਆਪ ਚੋਕਰ ਦੇ ਬੋਰੇ ਚੁੱਕਕੇ ਮੰਡ ਇੰਦਰਪੁਰ ਦੇ ਪ੍ਰਭਾਵਿਤ ਪਰਿਵਾਰਾਂ ਦੇ ਘਰਾਂ ਵਿੱਚ ਛੱਡਕੇ ਆਂਦੇ । ਜਿਕਰਯੋਗ ਹੈ ਕਿ ਪੰਜਾਬ ਸਰਕਾਰ ਵਲੋਂ ਉਹਨਾਂ ਨੂੰ ਕਪੂਰਥਲਾ ਜ਼ਿਲ੍ਹੇ ਵਿੱਚ ਹੜ੍ਹ ਪ੍ਰਭਾਵਿਤ ਲੋਕਾਂ ਨੂੰ ਹਰ ਤਰ੍ਹਾਂ ਦੀ ਰਾਹਤ ਪਹੁੰਚਾਉਣ ਲਈ ਨਿਗਰਾਨ ਲਗਾਇਆ ਗਿਆ ਹੈ। ਕੈਬਨਿਟ ਮੰਤਰੀ ਨੇ ਅੱਗੇ ਦੱਸਿਆ ਕਿ ਮੁੱਖ ਮੰਤਰੀ, ਪੰਜਾਬ ਸ.ਭਗਵੰਤ ਸਿੰਘ ਮਾਨ ਦੀ ਅਗਵਾਈ ਵਾਲੀ ਸੂਬਾ ਸਰਕਾਰ ਹੜ੍ਹ ਪ੍ਰਭਾਵਿਤ ਲੋਕਾਂ ਨੂੰ ਹਰ ਸੰਭਵ ਮੰਤਵ ਮੁਹੱਈਆ ਕਰਵਾਉਣ ਲਈ ਵਚਨਬੱਧ ਹੈ । ਉਨ੍ਹਾਂ ਕਿਸ਼ਤੀ ਰਾਹੀਂ ਮੰਡ ਇੰਦਰਪੁਰ ਦੇ ਦੂਰ ਦੁਰਾਡੇ ਡੇਰਿਆਂ ਤੱਕ ਕਿਸ਼ਤੀ ਰਾਹੀਂ ਪਹੁੰਚ ਕੀਤੀ । ਮੰਡ ਇੰਦਰਪੁਰ ਦੇ ਲੋਕਾਂ ਨੇ ਕੈਬਨਿਟ ਮੰਤਰੀ ਵੱਲੋਂ ਕਿਸ਼ਤੀ ਰਾਹੀੰ ਪਹੁੰਚ ਕਰਕੇ ਉਨ੍ਹਾਂ ਦੀ ਸਾਰ ਲੈਣ ਲਈ ਪਹੁੰਚਣ ਤੇ ਰਾਹਤ ਸਮੱਗਰੀ ਪ੍ਰਦਾਨ ਕਰਨ ਦੇ ਯਤਨਾਂ ਦੀ ਸ਼ਲਾਘਾ ਕੀਤੀ । ਉਨ੍ਹਾਂ ਭਰੋਸਾ ਦੁਆਇਆ ਕਿ ਹੜ੍ਹ ਪ੍ਰਭਾਵਿਤ ਲੋਕਾਂ ਨੂੰ ਇਸ ਔਖੀ ਘੜੀ ਵਿੱਚੋਂ ਕੱਢਣ ਲਈ ਕੋਈ ਕਸਰ ਬਾਕੀ ਨਹੀਂ ਛੱਡੀ ਜਾਵੇਗੀ । ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਪੰਜਾਬ ਸਰਕਾਰ ਦੀਆਂ ਹਦਾਇਤਾਂ ’ਤੇ ਸਿਵਲ ਅਤੇ ਪੁਲਿਸ ਪ੍ਰਸ਼ਾਸਨ ਵਲੋਂ ਲਗਾਤਾਰ ਰਾਹਤ ਕਾਰਜਾਂ ਨੂੰ ਜੰਗੀ ਪੱਧਰ ਉਤੇ ਚਲਾਇਆ ਜਾ ਰਿਹਾ ਹੈ ਅਤੇ ਲੋਕਾਂ ਦੀ ਮੰਗ ਅਨੁਸਾਰ ਉਹਨਾਂ ਨੂੰ ਹਰ ਤਰ੍ਹਾਂ ਦੀਆਂ ਸਹੂਲਤਾਂ ਮੁਹੱਈਆ ਕਰਵਾਈਆਂ ਜਾ ਰਹੀਆ ਹਨ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਲੋਕਾਂ ਦੀ ਸਹੂਲਤ ਲਈ ਰਾਹਤ ਕੈਂਪ ਬਣਾਏ ਗਏ ਹਨ, ਜਿਥੇ ਲੋਕਾਂ ਨੂੰ ਖਾਣੇ ਦੇ ਨਾਲ-ਨਾਲ, ਪੀਣ ਯੋਗ ਪਾਣੀ, ਦਵਾਈਆਂ ਅਤੇ ਪਸ਼ੂਆਂ ਆਦਿ ਲਈ ਚਾਰਾ ਮੁਹੱਈਆ ਕਰਵਾਇਆ ਜਾ ਰਿਹਾ ਹੈ। ਉਨ੍ਹਾਂ ਦੱਸਿਆ ਕਿ ਅੱਜ ਉਹਨਾਂ ਵਲੋਂ ਵਿਧਾਨ ਸਭਾ ਹਲਕਾ ਸਾਹਨੇਵਾਲ ਤੋਂ ਫੀਡ ਤੇ ਹੋਰ ਰਾਹਤ ਸਮੱਗਰੀ ਦੇ 4 ਟਰੱਕ ਲਿਆਂਦੇ ਗਏ ਹਨ। ਕੈਬਨਿਟ ਮੰਤਰੀ ਨੇ ਕਿਹਾ ਕਿ ਪੰਜਾਬ ਗੁਰੂਆਂ-ਪੀਰਾਂ ਦੀ ਧਰਤੀ ਹੈ ਅਤੇ ਇਸ ਨੇ ਹਮੇਸ਼ਾਂ ਹੀ ਉਹਨਾਂ ਵਲੋਂ ਦਿਖਾਏ ਮਾਰਗ ’ਤੇ ਚੱਲਦਿਆਂ ਮੁਸੀਬਤ ਵਿੱਚ ਫਸੇ ਲੋਕਾਂ ਦੀ ਹਰ ਸੰਭਵ ਸਹਾਇਤਾ ਕੀਤੀ ਹੈ। ਉਨ੍ਹਾਂ ਵੱਖ-ਵੱਖ ਧਾਰਮਿਕ ਤੇ ਸਮਾਜਿਕ ਜਥੇਬੰਦੀਆਂ ਦੇ ਨੁਮਾਇੰਦਿਆਂ ਨੂੰ ਇਸ ਪਵਿੱਤਰ ਕਾਰਜ ਵਿੱਚ ਵੱਧ ਚੜ੍ਹ ਕੇ ਯੋਗਦਾਨ ਪਾਉਣ ਦੀ ਅਪੀਲ ਕੀਤੀ ਤਾਂ ਕਿ ਉਹਨਾਂ ਨੂੰ ਇਸ ਔਖੀ ਘੜੀ ਵਿਚੋਂ ਬਾਹਰ ਕੱਢਿਆ ਜਾ ਸਕੇ। ਇਸ ਮੌਕੇ ਡਿਪਟੀ ਕਮਿਸ਼ਨਰ ਅਮਿਤ ਕੁਮਾਰ ਪੰਚਾਲ ਨੇ ਦੱਸਿਆ ਕਿ ਜਿਲ੍ਹਾ ਪ੍ਰਸ਼ਾਸਨ ਵੱਲੋਂ ਰਾਹਤ ਕਾਰਜਾਂ ਵਿੱਚ ਦਾਨ ਦੇਣ ਵਾਲਿਆਂ ਲਈ ਮਾਰਕੀਟ ਕਮੇਟੀ ਦਫ਼ਤਰ ਸੁਲਤਾਨਪੁਰ ਲੋਧੀ ਨੂੰ ਵੇਅਰਹਾਊਸ ਬਣਾਇਆ ਗਿਆ ਹੈ । ਇਸ ਤੋਂ ਇਲਾਵਾ ਲੋਕ 62800-49331 ਉੇਪਰ ਸੰਪਰਕ ਕਰ ਸਕਦੇ ਹਨ । ਇਸ ਮੌਕੇ ਨਗਰ ਸੁਧਾਰ ਟਰੱਸਟ ਦੇ ਚੇਅਰਮੈਨ ਸੱਜਣ ਸਿੰਘ ਚੀਮਾ , ਐਡਵੋਕੇਟ ਕਰਮਬੀਰ ਸਿੰਘ ਚੰਦੀ , ਡਿਪਟੀ ਕਮਿਸ਼ਨਰ ਅਮਿਤ ਕੁਮਾਰ ਪੰਚਾਲ, ਐਸ ਐਸ ਪੀ ਗੌਰਵ ਤੂਰਾ ਤੇ ਹੋਰ ਹਾਜ਼ਰ ਸਨ

खजूर मंडी @Night……… घगगर दरिया की मार से जूझ रहा लालू के गाँव खजूर मंडी के लोग इस बात की शिकायत करते थे कि गांवों में रात को पानी भरता है प्रशासन का कोई अधिकारी नहीं होता जी मीडिया की ओर से एक ज़िम्मेदार न्यूज़ चैनल होने के नाते रात को गाँव वालों की तक़लीफ़ प्रशासन को दिखाने का फ़ैसला किया जिसके तहत गाँव में हर तरफ़ पानी था न पशुओं का बाड़ा साफ़ा और न की लोगों के घर पानी से बचे थे चारों तरफ़ पानी था पूरी रात लोग अपने घर में पानी न घुसने के लिए प्रबंध करते हुए दिखाई दिए -दोपहर से गाँव में पानी आना शुरू हो गया था पहले खेतों को उसने अपनी जद में लिया रात होते होते गाँव के कुछ ऊँचे हिस्से में बने घरों को छोड़कर सभी जगह पानी ही पानी दिखाई दे रहा था पानी निकालने के प्रयास हो रहे थे बेज़ुबान पशु 3-4 फुट पानी में खड़े दिखाई दे रहे थे -गाँव के लोगों की ओर से पहरा लगाया गया था ताकि पानी अगर ज़्यादा हो जाए तो लोगों को सुरक्षित स्थानों पर ले जाया जा सके। -शाम से ही गाँव में बिजली बंद कर दी गई थी प्रशासन को पता था की रात को पानी बढ़ेगा और मैं मगर रात को कोई उनकी सार में नहीं लेने आया।

Jalandhar डिप्टी कमिश्नर द्वारा सतलुज दरिया के किनारे बाढ़ संभावित गांवों का निरीक्षण, बांध को और मजबूत करने के लिए सेना को बुलाया लोगों से सुरक्षित रहने और दरिया किनारे जाने से बचने की अपील, पानी के बढ़ते स्तर के दौरान सरकार ने पूर्ण सहयोग का भरोसा दिया डिप्टी कमिश्नर डा. हिमांशु अग्रवाल ने आज सतलुज दरिया में बढ़ते जल स्तर के कारण उत्पन्न स्थिति का जायजा लेने के लिए दरिया किनारे कई गांवों का दौरा किया। डा. अग्रवाल ने एस.एस.पी. (जालंधर ग्रामीण) हरविंदर सिंह विर्क, अतिरिक्त डिप्टी कमिश्नर (शहरी विकास) जसबीर सिंह, डीएसपी ओंकार सिंह बराड़ के साथ सबसे पहले गिद्दड़पिंडी का दौरा किया, जहां दरिया में पानी का तेज बहाव देखा गया। इसके बाद उन्होंने गट्टा मुंडी कासू में बांध का निरीक्षण किया, जो एक बाढ़ संभावित गांव है, जहां पिछले वर्षों में बांध में दरार पड़ चुकी है। जिला प्रशासन ने एहतियात के तौर पर बांध को और मजबूत करने के लिए सेना की सेवाएं लीं। उन्होंने अधिकारियों को अधिक से अधिक रेत की बोरियों का प्रबंध करने के निर्देश दिए और गांव वालों से बांध को मजबूत करने में प्रशासन का साथ देने की अपील की। स्थानीय निवासियों से बातचीत के दौरान डा. अग्रवाल ने लोगों से अपील की कि केवल पानी के बढ़ते स्तर को देखने के लिए नदी के किनारों के पास न जाएं, क्योंकि यह खतरनाक हो सकता है। उन्होंने लोगों को विश्वास दिलाया कि पंजाब सरकार इस मुश्किल समय में उनके साथ मजबूती से खड़ी है और उनकी सुरक्षा सुनिश्चित करने के लिए कोई कसर बाकी नहीं छोड़ेगी। उन्होंने अधिकारियों को जिले में बाढ़ जैसी किसी भी स्थिति को रोकने के लिए युद्ध स्तर पर काम करने के निर्देश भी दिए। जालंधर जिला प्रशासन ने एक और त्वरित व सक्रिय कदम उठाते हुए मंगलवार रात सतलुज दरिया पर बांध को और मजबूत करने के लिए सेना की सेवाएं लीं। जिला प्रशासन के बुलाने पर तुरंत सेना की पूरी टुकड़ी मौके पर पहुंच गई और बिना किसी देरी के बांध को मजबूत करने का काम शुरू कर दिया गया। डिप्टी कमिश्नर, नकोदर से विधायक इंदरजीत कौर मान और प्रशासन के सीनियर अधिकारियों के साथ, तब तक मौके पर मौजूद रहे, जब तक बांध को बाढ़ जैसी किसी भी स्थिति को रोकने के लिए मजबूत नहीं कर दिया गया। डा. अग्रवाल ने इस मुश्किल समय में लोगों के जान-माल की रक्षा के लिए मुख्यमंत्री भगवंत सिंह मान के नेतृत्व वाली पंजाब सरकार की दृढ़ प्रतिबद्धता को दोहराया। उन्होंने लोगों को भरोसा दिलाया कि घबराने की कोई जरूरत नहीं है, क्योंकि प्रशासन पूरी तरह तैयार है और किसी भी स्थिति से निपटने के लिए 24 घंटे निरंतर काम कर रहा है।

Karnataka, West Bengal and Himachal Pradesh governments on Wednesday told the the Supreme Court that the union government was seeking to "abrogate the fulcrum of Constitution" by questioning the Court''s April 11 ruling that prescribed timelines for the President and the Governor to decide on Bills passed by State legislatures. The States, where Congress and Trinamool Congress are in power, also urged the Supreme Court not to fall "into the trap" of letting the Governor become an impediment in the functioning of the Constitution. It was also submitted that States cannot treated as municipalities. The submissions were made before the Constitution Bench of Chief Justice of India BR Gavai and Justices Surya Kant, Vikram Nath, PS Narasimha and Atul S Chandurkar which was hearing the reference made by President Droupadi Murmu to the top court under Article 143 of the Constitution seeking clarifications with respect to the April ruling. Senior Advocate Gopal Subramanium, representing the State of Karnataka, said that submissions of union government seek to indirectly abrogate the fulcrum of Constitution which is cabinet-form of government and the responsibility to the legislature. He added that the democratic form of government through cabinet has been held to be part of the basic structure of Constitution. "Theory of implied limitation [on powers of President and Governor] was recognized," he added. Senior Advocate Kapil Sibal, representing the State of West Bengal, said that the Court should not fall into a trap where Governor becomes an impediment to the functioning of the Constitution. "Constitution is a living document. It owes genesis to history but owes it allegiance to the future and you [judges] are the future because you interpret it. Let us not fall into a trap where Governor becomes an impediment in the functioning of the Constitution. Therefore you will have to say something.... Don''t give a timeline but you still have to say that there is no way he can withhold if it is passed again," he stated. The April 11 judgment passed by a Bench of Justices JB Pardiwala and R Mahadevan in State of Tamil Nadu v The Governor of Tamil Nadu & Anr. In that verdict, the apex court held that Governors must act within a reasonable time and that constitutional silence could not be used to stall the democratic process. The Court held that although Article 200 does not specify any time limit, it cannot be interpreted to allow indefinite delay by the Governor in acting on bills passed by the State legislature. With regard to the President’s powers under Article 201, the Court held that her decision-making is not beyond judicial scrutiny and must occur within three months. If there is any delay beyond that period, reasons must be recorded and communicated to the concerned State, it had said. Following the ruling, the President referred fourteen questions to the Supreme Court, raising concern over the judgment''s interpretation of Articles 200 and 201. Among the questions referred are whether the Supreme Court can create procedural mechanisms in areas where the Constitution is silent and whether imposing time limits encroaches upon the discretionary space constitutionally granted to the President and Governors. Senior Advocate Sibal, representing West Bengal government, today argued that Governor cannot look into the constitutionality of a bill. When the Court asked whether the Governor can withhold assent if the bill is repugnant in view of central legislation, Sibal said that would be a rarest of rare case. "A legislation can be challenged in a court of law by citizens or by somebody else. It’s in the rarest and rare case that a Governor says I cannot pass," Sibal said. "Bills and legislations are not introduced like this. Deliberations take place.. like drug control etc. Legislations are not passed at ipse dixit of ministers," he added. At this, Justice Kant said, "Therefore, Mr Sibal, even according to you, the Governor would have to apply his mind at least to find out whether the proposed bill is within the constitutional framework ... ''shall declare'' presupposes application of mind by Governor. You can argue what would be contours of that, the other side can also argue what it should it be. Within that framework, neither he can treated as postman nor he can be a super legislative power." Sibal submitted that any problem the Governor has must be communicated before and once bill is sent, he must assent. "All confabulations with Governor may happen before hand and once bill is sent it must be assented to. There may be extraordinary situation to refer it to President but as soon as possible and forthwith must apply to the Governor and the President," he added. Sibal urged the Court not to allow the Executive to interfere with the will of the people. He said Governor is also part of the Executive. "Will of the people cannot be subject to executive whims and fancy," he added. Sibal in his arguments did not agree with the submission that the court-set timelines for Governor and President amounted to amending the Constitution. "Of course not. You are ensuring the Article (of the Constitution) functions, that constitutional machinery functions, not that you are amending it," he said. Sibal also said if Governor is given a ''personal choice'' to assent or not, he would be answerable to no one. "If you allow the Governor a personal power to take a decision, neither the Government of India nor the Government of State is not involved. How will [Article] 361 apply when it is the decision of the Governor that I will not give you assent or that I am keeping the bill pending. Government of India cannot defend him. State government is at odds with him. Then how will the writ lie? If you give that to Governor, then he is answerable. Then Article 361 will not stand in the way. You can''t have it both ways. You take recourse to Article 361 saying he is not answerable and you give him power under Article 200 and say Governor will not file an affidavit and Court can''t issue a process. Then you are making Constitution unworkable," the senior counsel argued. Sibal also commented about the nature of the present reference. "No reference in the past is similar to this one... I would request your lordships to be careful when deciding a matter of this nature, dealing with a hypothetical situation in the absence of facts. What is being argued is that the Governor has immunity, he can withhold assent. That your lordships must answer but there are several peripheral issues which are not before you." Sibal added that the Court should not answer many of the questions in the reference and exercise its discretion. "All these questions should not be answered. The only parameter that needs your lordships'' careful consideration is Article 200 of the Constitution in the context of the power of the Governor. It is not about maintainability, it is your lordships discretion in the exercise," he said. Senior Advocate Subramanium, representing the State of Karnataka, submitted that the principle of cabinet-form of government, which is collectively responsible to legislature, would be violated if the Governor or President are given or endowed with any form of discretion. Subramanium also argued that that the Governor does not have any legislative power. "He enjoys no legislative power. So the question of high constitutional functionary enjoying plenitude of discretion is completely anathema to the Constitution," Subramanium said. The senior counsel also argued that the President and the Governor do not have any kind of discretion for the purpose of dealing with the executive government or the acts of the legislature. "The reason why assent is required from President and Governor is because all the executive actions have to be taken in the name of the President and Governor," he added. Subramanium further said the Governor''s action to reserve the bill for President also is not discretion as the same is done in accordance with various provisions of the Constitution. His arguments in the matter will continue on next date of hearing. During today''s hearing, Advocate Anand Sharma, who appeared for State of Himachal Pradesh, submitted that courts are the final arbiter when it comes to Constitution and that is the strength of the Indian republic. Governors are not viceroys or Governor-Generals, he said, while submitting that they are bound by the aid and advice of the council of ministers. President or Governor has no role to summon the legislature sitting also, he said. "Legislature is supreme. Neither the President nor the Governor have any role in law making. Even when they come to address the sessions [of parliament or legislature, they don''t preside, they don''t chair. They only address," Sharma said. Sharma said that the Governor''s office cannot be used to nullify the will of people. He said the States have their own positions in the country and must be protected and respected. "States can''t be belittled or treated as municipalities," Sharma said.
