Leh में कर्फ्यू: 4 मरे, 70 घायल; Kargil पर Section 163 लागू

Curfew imposed in Leh, while section 163 imposed in Kargil after the violent protests erupted which left at least four people dead and 70 injured.
MHA alleged that Wangchuk mentioned "Arab Spring-style protests" and "Gen Z protests in Nepal," which had misled people and instigated the violence despite ongoing talks.
Following violent protests over demands for statehood and protections under the Sixth Schedule of the constitution which left 4 dead and more than 70 injured including security forces, curfew has been imposed in Leh ordered by LG Kavinder Gupta.
Meanwhile In a statement issued by the Ministry of Home Affairs (MHA) blamed activist Sonam Wangchuk for inciting violent protests that led to casualties and damage in Leh. The MHA held him responsible for provoking the unrest and accused him of misleading the public. The ministry also stated its continued commitment to dialogue to resolve the issues and outlined progress made in past talks.
MHA handout reads “A hunger strike was started by Sh Sonam Wangchuk on 10-09-2025 stating the demand of 6th schedule and statehood for
Ladakh. It is well known that Government of India has been actively engaged with Apex Body Leh and Kargil Democratic Alliance on same issues. Series of meetings were held with them through formal channel of High-Powered Committee as well as Sub-committee and multiple informal meetings with leaders.
The process of dialogue through this mechanism has yielded phenomenal results by increasing reservations for Ladakh scheduled tribe from 45% to 84%, providing 1/3 women reservations in the councils and declaring Bhoti and Purgi as official languages. With this process for recruitment of 1800 posts was also commenced.
However, certain politically motivated individuals were not happy with the progress made under HPC has been trying to sabotage the dialogue process.
The next meeting of High-Powered Committee has been scheduled on 6th October while meetings are also planned on 25th and 26thSeptember with the leaders from Ladakh.
The demands on which Mr Wangchuk was on hunger strike are integral part of the discussion in HPC. In spite of many leaders urging to call off the hunger strike he continued with the hunger strike and misleading the people through provocative mention of Arab Spring-style protest and references to Gen Z protests in Nepal.
On 24th September, at around 11.30 am, a mob instigated by his provocative speeches left the venue of the hunger strike and attacked a political party office as well as Governmentoffice of the CEC Leh. They also put these offices on fire, attacked the security personnel, and torched police vehicle. The unruly mob attacked the police personnel in which more than 30 police/CRPF personnel were injured. The mob continued to destroy the public property and attack the police personnel. In self-defence, police had to resort to firing in which unfortunately some casualties are reported.
Barring unfortunate incidents that happened early in the day, the situation is brought under control.
It is clear that the mob was incited by Shri Sonam Wangchuk through his provocativestatements. Incidentally, amidst these violent developments, he broke his fast and left for his village in an ambulance without making serious efforts to control the situation.
The Government stands committed to the aspiration of people of Ladakh by providing adequate constitutional safeguards.
It is also requested that the people should not circulate the old and provocative videos in the media and social media. MHA said.
Seeing the call of the Kargil Democratic Alliance (KDA) for shutdown authorities imposed section 163 in Kargil district.
KDA has announced a complete shutdown in Kargil district to protest the central government''s alleged indifference toward Ladakh''s demands. The decision follows violent protests in Leh on September 24 and escalating tensions across the region.
On precautionary measure The District Magistrate of Kargil, Rakesh Kumar, IAS, has imposed prohibitory restrictions under Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNS), 2023, with immediate effect to prevent any disturbance to public. order says No procession, rally, public march, or demonstration of any kind shall be allowed without prior written permission. And there will be Restriction on Use of Loudspeakers, sound amplifiers, or vehicle-mounted public address systems is also prohibited without prior authorization. Ban is also imposed on Public statements, speeches, or electronic messages likely to disturb peace or provoke enmity and Gathering of five or more persons for purposes prejudicial to peace and tranquility remains prohibited across the district.
Violations of the order will invite strict legal action under the provisions of the Bharatiya Nagarik Suraksha Sanhita, 2023, and other applicable laws.order reads.
Leh has witnessed such violence and disturbances in law and order after 36 years in 1989 Violent clashes broke out between Buddhists and Muslims in Leh, prompting the Ladakh Buddhist Association to issue a social and economic boycott of Muslims that was lifted in 1992.
