Security agencies and intelligence inputs indicate Pakistan-based terrorist groups, including LeT and JeM, are planning major terrorist attacks in India, including Jammu & Kashmir and Delhi. Approximately 35-40 terrorists trained in arms, explosives, and physical conditioning have been reported to report to a training centre at Shinkiari after Eid. Reports indicate that terror handlers in Pakistan have trained terrorists in Shinkiari and subsequently pushed them across the border into India in small groups, with some plots potentially coinciding with significant dates. A refresher training program on arms and explosives is planned for about 15 days at the said location. After completion, these terrorists are likely to be moved to launch pads to infiltrate from POJK into Indian territory. ISI is reportedly planning to push a maximum number of terrorists into Jammu & Kashmir after snow-melt, likely from April onwards. Terrorists are planning fidayeen attacks targeting important cities and Jammu & Kashmir, with directives to inflict maximum casualties and at least 10 deaths before neutralization. Approximately 16 fidayeen are ready to attempt infiltration. Investigations into Kashmir attacks point to trained personnel, including a former SSG commando now with LeT. There are increased efforts by ISI to use terror outfits for sniper and fidayeen attacks in Jammu & Kashmir and major Indian cities, with sleeper modules recruiting women as couriers for transporting weapons.
