Noida, Uttar Pradesh:Culprits of Delhi bomb blast will be traced even from the netherworld, brought before the country"s judicial system, and given the strictest possible punishment. At the beginning of the meeting, Shah along with the Chief Minister and Lieutenant Governors as well as an administrator of member states and union territories paid tributes and held two minutes of silence in memory of those who lost their lives in the November 10 deadly car bomb blast near the Red Fort in Delhi and the November 14 explosion at Nowgam Police Station in Jammu and Kashmir. Addressing the gathering, Shah said that under the leadership of Prime Minister Narendra Modi, eliminating terrorism from its roots is our collective commitment. The Minister, as per a Home Ministry statement, said that in line with the track record of the Modi government so far, the culprits of the Delhi bomb blast will be traced even from the netherworld, brought before the country"s judicial system, and given the strictest possible punishment. A total of 15 people lost their lives while 32 people sustained injuries in the blast, which occurred around 7 pm on November 10 in a moving Hyundai i20 car being driven by a suicide bomber. However, nine people lost their lives, 32 people, including 27 policemen personnel, two revenue officials, and three civilians, sustained injuries in the Nowgam Police station blast that occurred around 11.20 pm on November 14 while examining some explosives recovered from terrorists during raids carried out by the agencies in Haryana"s Faridabad, following the Delhi car blast incident. Chairing the meeting, Shah said Modi"s vision is that strong states create a strong nation, and Zonal Councils play a very important role in translating this into reality on the ground. "Zonal Councils are extremely important for dialogue, cooperation, coordination, and policy synergy. Many types of problems have been resolved through these councils," said the Home Minister. Shah said that even now, there are several issues, such as delays in ensuring speedy justice in crimes against women and children, malnutrition, and stunting, that the country needs to be freed from. Emphasising speedy investigation in cases of sexual offences and rape under the POCSO Act against women and children, Shah said that no civilised society can accept such heinous crimes. Shah said that the safety of women and children is our top priority; for this, the number of Fast Track Special Courts should be increased. He said the sectors of cooperation, agriculture and fisheries can become important means of eradicating poverty and providing employment. The Minister further said that poverty is being eradicated and employment is increasing through cooperation, agriculture, and fisheries. Referring to Prime Minister Modi"s mantra of “Sahkar Se Samriddhi” (prosperity through cooperation), Shah said that the cooperative sector holds immense potential for employment. He said that only through growth in employment, especially self-employment, along with Gross Domestic Product, can we realise the dream of a Developed India, and that GDP alone is not an indicator of a country"s prosperity true prosperity is achieved only when every individual rises above the poverty line. The Home Minister emphasised that all states should work in mutual coordination to resolve water resource management and water-related problems. He also said that compared to 2004-2014, the number of Zonal Council meetings from 2014 to 2025 has increased by about two-and-a-half times, and we have made these meetings meaningful. He said that between 2004 and 2014, there were a total of 25 meetings of Zonal Councils and Standing Committees, whereas from 2014 to 2025 till now, 64 sessions have been held. He said that more than doubling the number of meetings reflects Prime Minister Modi"s concept of TEAM Bharat. In these meetings, Shah stated that 1,600 issues were discussed and 1,303 issues (81.43 per cent) were resolved. This has been possible due to the cooperation of all state governments, union territories, and central ministries and departments, with the Inter-State Council Secretariat playing an active role. In the meeting, along with issues of the member states, several extremely important national issues were also discussed, which included the implementation of Fast Track Special Courts for speedy investigation and prompt disposal of rape cases against women and children, availability of brick-and-mortar banking within the designated radius of every village, issues related to water sharing, environment, higher education, etc., the Emergency Response Support System (ERSS-112), and other matters of common interest at the regional level. In addition, six issues of national importance were included in the agenda, which are urban master planning, power supply system, strengthening of Primary Agricultural Credit Societies, eliminating malnutrition in children through the Poshan Abhiyan, reducing school dropout rates, and participation of public hospitals in the Ayushman Bharat-Pradhan Mantri Jan Arogya Yojana. The meeting was attended by Haryana Chief Minister Nayab Singh Saini, Punjab Chief Minister Bhagwant Mann, Himachal Pradesh Chief Minister Sukhvinder Singh Sukhu, Rajasthan Chief Minister Bhajan Lal Sharma, Jammu and Kashmir Chief Minister Omar Abdullah, Delhi Chief Minister Rekha Gupta, Administrator of the union Territory of Chandigarh Gulab Chand Kataria, Lieutenant Governor of Jammu and Kashmir Manoj Sinha, Lieutenant Governor of Delhi Vinai Kumar Saxena, and Lieutenant Governor of Ladakh Kavinder Gupta, along with senior ministers from these states and union territories. Noida, Uttar Pradesh:Punjab CM reiterates claim over Chandigarh, Panjab University, river waters Faridabad, Nov 17 (IANS) Punjab Chief Minister Bhagwant Singh Mann on Monday reiterated his claim over Chandigarh, Panjab University, river waters, besides advocating genuine federal structure in the country before union Home Minister Amit Shah in the 32nd meeting of the Northern Zonal Council here. Flagging the issues, the Chief Minister said the Constitution clearly demarcated areas in which the union and the states have to function to exercise their respective authority. He said federalism “remains one of the basic pillars of our Constitution, but unfortunately, there has been a trend towards centralisation of authority during the past 75 years”. CM Mann underlined that the state governments, being at the cutting edge, are in a much better position to understand, address and solve the problems of their people. Pleading for handing over Chandigarh to Punjab, the Chief Minister said after the reorganisation of the state, the Indira Gandhi Agreement of 1970 explicitly stated that “the capital project area of Chandigarh will, as a whole, go to Punjab, which was a clear commitment from the Central government”. He said the Rajiv-Longowal Accord, signed on July 24, 1985, between the then Prime Minister Rajiv Gandhi and Sant Harchand Singh Longowal, explicitly reaffirmed that Chandigarh will be transferred to Punjab. However, CM Mann said, despite all promises, Chandigarh was not transferred to Punjab. which has bruised the psyche of every Punjabi. Raising the issue of maintaining the status quo of the 60:40 ratio in the intake of service personnel from Punjab and Haryana in the functioning of the UT of Chandigarh, the Chief Minister said it is the need of the hour. He said it is a matter of grave concern that officers of the IAS and the PCS have been excluded from key positions in the Chandigarh administration. CM Mann said posts in departments such as Excise, Education, Finance, and Health are being opened to cadres like the state UT cadre (DANICS), thereby adversely affecting the role of the state of Punjab in the effective functioning of the Chandigarh administration. The Chief Minister said another linked issue is the posting of Punjab cadre officers to the post of General Manager of the Food Corporation of India (FCI) of Punjab. He said that, considering the consistently highest contribution of Punjab towards the Central pool, the established trend of posting of an IAS officer from the Punjab cadre to the Regional Office of the FCI should not be disturbed by the Government of India. In the wake of the suspension of the Indus Water Treaty, the Chief Minister said there “is a great opportunity for the resolution of water-related issues concerning the states being represented here”. He said there is a possibility of linking the Chenab river to the Ravi and Beas rivers, over which the state already has dams regulating the water flow downstream. Mann said that in linking the Chenab with rivers of the Ravi and Beas, the surplus water inflow could be utilised gainfully by the downstream states, including Punjab, for both power generation and irrigation purposes, adding that the extra water will also help Punjab to meet its shortfall of water, particularly in border areas. Raising the issue of the Bhakra Beas Management Board (BBMB), the Chief Minister opposed the proposal to appoint a whole-time Member in the BBMB from Rajasthan, as the board is a body constituted under the Punjab Reorganisation Act of 1966, which concerns only the successor states of Punjab and Haryana. He said Rajasthan and Himachal Pradesh are already represented as ex officio members, and creating additional whole-time posts will only increase expenditure, most of which is borne by Punjab without serving any useful purpose. Mann said that Punjab has already submitted a panel for the appointment of members, and the Government of India should continue with the original arrangement of one Member each from Punjab and Haryana.

Noida, Uttar Pradesh:Himachal CM urges release of state's 7.19% Chandigarh share under Punjab Reorganisation Act, 1966 Shimla (Himachal Pradesh) [India], November 17(ANI): Himachal Chief Minister Sukhvinder Singh Sukhu has strongly advocated for the state's legitimate right of 7.19 per cent share on Chandigarh, in its land and assets, a release said. This is in accordance with the mandate under the Punjab Reorganisation Act, 1966. CM Sukhu also referred to the Supreme Court's judgement of 2011, which held that Himachal Pradesh is entitled to a share of 7.19 percent in the composite Punjab, based on population ratio transfer under the Punjab re-organisation Act, and this was the basis for the legitimate share in the power also being generated by BBMB. The Chief Minister was addressing the 32nd meeting of the Northern Zonal Council, held in Faridabad, Haryana, under the chairmanship of union Home Minister Amit Shah. Himachal CM also sought the release of pending dues from the Bhakra Beas Management Board (BBMB) as per the Supreme Court's decision and appointment of a permanent member from Himachal in the BBMB, a release said. Sukhu also urged for implementation of the policy granting 12 percent free power royalty to the State in centrally operated hydropower projects and enhancement of Himachal's free royalty to 50 percent in projects where the cost has already been recovered. He urged that the issue be placed on the agenda of the next meeting of the Northern Zonal Council to ensure Himachal receives its lawful entitlement. Sukhu requested that hydropower projects in Himachal Pradesh that have completed 40 years be handed over to the State. As per the release, the CM sought full central funding of the power components of the under-construction Kishau and Renuka dam hydel projects and demanded that once completed, 50-50 percent electricity be provided to Himachal Pradesh and Uttarakhand. Sukhu urged the Centre to review disaster relief rules and revise pre- and post-disaster management norms suitably in view of the increasing vulnerability of hill states. He called for a unified, interdependent and sustainable development framework for the entire northern region in view of the rising frequency of natural disasters caused by climate change and the extensive loss they inflict every year. Sukhu said that such a coordinated plan was essential to protect the economy of hill states like Himachal Pradesh and to minimize valuable human loss through collective and focused efforts. Highlighting the State's strategic location and tourism potential, CM Sukhu stressed the urgent need to expand the air network in Himachal. He informed that the State Government was working on expanding the Kangra Airport having International level facility and requested the Centre to bear the land acquisition cost, provide full funding for the project, and prepare a separate master plan for developing small airports and heliports in the State. The Chief Minister proposed the establishment of a high-altitude research centre, an Ice hockey stadium, an adventure sports centre, and other training facilities in border and high-altitude areas to support local habitation and promote tourism. He also requested the initiation of the National Buddhist Institute project in the Spiti tribal area. The Chief Minister detailed the efforts the government has taken tos promote border tourism from Shipki-La along with the Indo-Tibet border and reiterated the State's demand to start the sacred Kailash Mansarovar Yatra from Shipki-La. Referring to the State's fight against narcotics, the Chief Minister said that Himachal Pradesh was carrying out multi-dimensional action against drug trafficking. Along with strict enforcement of law and order, large-scale efforts were being made for the treatment and rehabilitation of drug-affected individuals. CM Sukhu informed that a three-month extensive awareness campaign has been launched to eradicate dangerous substances like Chitta. The Chief Minister also highlighted strict compliance with the Protection of Children from Sexual Offences (POCSO) Act, 2012, in the State and reaffirmed Himachal's zero-tolerance policy towards such crimes. Sukhu urged early resolution of the inter-state boundary issues between Himachal Pradesh and the union Territory of Ladakh in the Sarchu and Shinkula regions. He requested that the sub-office of the Ministry of Environment, Forests and Climate Change in Shimla be upgraded to an integrated regional office and sought timely approvals for forest-related cases under the Forest Conservation Act. Sukhu further sought permission under the Act to allow up to one bigha of forest land for housing construction for disaster-affected families, noting that almost all land in the State, other than private holdings, falls under the technical definition of forest land. The Chief Minister said that despite its difficult financial position, the State has provided a special relief package to disaster-affected families, but was still awaiting nearly Rs10,000 crore under the Post-Disaster Needs Assessment (PDNA) ,along with the Rs 1,500 crore package announced by the Prime Minister. As per the release, CM Sukhu requested early release of the entire amount. He also called for the creation of a special task force to compensate Himachal for the revenue deficit of Rs.9,478 crore for the period up to 2023-24, even after the end of GST compensation. He emphasized that Himachal and the Himalayas were crucial for environmental conservation and for ensuring clean water availability across North India. The State Government is working at multiple levels to make Himachal a 'Green State'. Chief Ministers, Lieutenant Governors and senior officers from member States and union Territories of the Northern Zonal Council attended the meeting. (ANI)
