Appointment of Officials from Punjab cadre in the BBMB management.
Respected Prime Minister,
We have come to know through media reports that tomorrow you are coming to Punjab to take stock of the situation due to the devastating floods. At this moment of devastation, your visit to Punjab carries a profound responsibility. Beyond immediate relief, this is the time to create permanent safeguards for the people, the land, and the rivers that sustain not only Punjab but all of North India.
Punjab today stands on the frontline of India’s ecological crisis. Our farmers, labourers, and ordinary citizens are paying the price for decisions often taken outside Punjab but whose consequences fall heavily upon us:
Melting glaciers and deforestation in Jammu & Kashmir and Himachal Pradesh swell our rivers, & triggers catastrophic floods.
Dams, tunnels, and road networks in the mountains, built without Punjab’s participation, alter river flows and siltation patterns that devastate the plains & fields.
Industrial pollution in Punjab, particularly from Budha Dariya at Ludhiana, poisons rivers, the effects of which extend downstream into Rajasthan.
Erratic monsoon and climate change compound these crises, leaving Punjab in cycles of flood and drought.
Nature does not recognize political borders. Yet Punjab, as the fertile heart of North India, bears the greatest burden of ecological mismanagement across the Himalayan–Plains system. No Relief package can compensate for this structural vulnerability. What Punjab urgently needs is a permanent institutional safeguard—an equal seat at the table in all decisions that affect our ecological survival.
Our Appeal: The Himalayan–Plains Eco-Justice Commission
We respectfully urge you to announce during your Punjab visit the establishment of India’s First union Ecological Commission – The Himalayan–Plains Eco-Justice Commission, encompassing Jammu & Kashmir, Himachal Pradesh, Punjab, Haryana, and Rajasthan.
Mandate of the Commission
Flood & River Basin Management: Joint planning for watershed systems, scientific dam operations, and flood zoning.
Eco-Justice Infrastructure Oversight: No tunnel, dam, highway road, or industrial project should be undertaken in Himachal and J&K without the participation of downstream states likely to be impacted. For example, if the mountains of Himachal are perforated with roads, tunnels, or dams, Punjab must have nominees on the review panels, since Punjab pays the downstream cost of floods and siltation.
Pollution Control & Ecological Restoration: Strict enforcement against industrial and agricultural waste, and revival of rivers, wetlands, and forests.
Sustainable Agriculture: Support for crop diversification, soil regeneration, and water conservation in Punjab’s fields.
Protection of Vulnerable Communities: Farmers, labourers, Dalits, women, and children must be shielded from the worst consequences of ecological collapse.
People’s Participation: Farmers’ unions, scientists, environmentalists, and civil society must share decision-making with governments.
For Punjab, this Commission is not optional—it is essential. Without it, Punjab’s future will remain hostage to ecological decisions taken elsewhere. With it, Punjab can secure justice for its people, protect its farmlands, and contribute to building a sustainable future for the entire nation.
By announcing this Commission, you would not only bring relief to Punjab but also create a historic milestone in Indian governance: the beginning of ecological federalism, where states unite to safeguard rivers, mountains, and people beyond political boundaries.
We appeal to you, with utmost sincerity and with the voice of Punjab’s pain and hope, to make this historic declaration during your visit. Such a step will forever be remembered as the moment when India turned ecological disaster into ecological justice, and safeguarded Punjab for generations to come.
