Notorious Inter-State Drug Trafficking Network by NCB Jammu The Narcotics Control Bureau (NCB), Jammu Zonal Unit, has been successful in busting of a notorious Inter-State Drug Trafficking Network of Poppy Straw, reaffirming the Government of India’s strong commitment to combating drug trafficking and protecting youth from the menace of narcotics. Today (12.11.2025), a team of NCB Jammu, with the assistance of Kapurthala Police and NCB Amritsar, conducted a follow-up action in Crime No. CR-10/2025 leading to the arrest of wanted notorious receiver Lakhwinder Singh S/o Amrik Singh, R/o Bhadas, Kapurthala (Punjab). Recovery: 12.878 kg Poppy Straw was recovered from his car (PB10CQ9797) on 12.11.2025 in follow up action in Crime no. CR-10/2025. Earlier Action: 221.97 kg seized on 02.10.2025 (two carriers arrested). Supplier Abdul Hamid Chopan arrested on 08.11.2025. The details of the Case: Acting on a reliable input, a team of NCB Jammu effected a recovery/seizure of 221.970 Kgs of Poppy Straw from conscious possession of Khursheed Ahmad Mir S/o Abdul Rasheed Mir R/o Sunsooma, Achabal, Anantnag, UT of J&K 192201 and Mubashir Ahmad S/o Mohd. Abdulah R/o Punjabi Mohalla, Andoora, Shangus, Anantnag, UT of J&K 192201 from truck bearing Reg. No. JK22A1016 on 02.10.2025. Further based on available evidences & statement of Khursheed Ahmad Mir S/o Abdul Rasheed Mir R/o Sunsooma, Achabal, Anantnag, UT of J&K 192201 and Mubashir Ahmad S/o Mohd. Abdulah R/o Punjabi Mohalla, Andoora, Shangus, Anantnag, UT of J&K 192201, they were arrested on the same date. The said 221.970 Kgs of Poppy Straw was cleverly concealed in Apple Boxes loaded on the said truck. The contraband seized is more than four times the commercial quantity under the NDPS Act. The truck used for the illicit trafficking was also seized. Both arrested persons revealed that the Supplier of the said Seized Poppy Straw was Abdul Hamid Chopan S/o Abdul Gani Chopan, r/o Malpora, Ranipora, Achbal, Anantnag, who was later arrested in a follow up action on 08.11.2025. Further on 12.11.2025, a team of NCB Jammu with the assistance of Kapurthala Police & NCB Amritsar conducted a sustained follow up action in the case, which led to the arrest of wanted Receiver of the seized drug namely Lakhwinder Singh S/o Amrik Singh r/o Bhadas, Kapurthala, Punjab. On search of his car bearing registration no. PB10CQ9797, 12.878 Kg more Poppy Straw has been recovered. The said Car with recovered contraband has also been seized by NCB Jammu team. This all resulted from the sustained discreet efforts were undertaken against the said Lakhwinder Singh and it was learnt that he departed to Kashmir valley on 10.11.2025 in the said vehicle, and he was followed by the team which led to his arrest today. He is a notorious drug trafficker having 06 FIRs under NDPS Act registered against him. Previous Criminal History of accused: 06 NDPS Criminal cases have been found registered against wanted Receiver of the case namely Lakhwinder Singh S/o Amrik Singh r/o Bhadas, Kapurthala, Punjab. The most recent is FIR number 200/2025 registered at PS Udhampur. It was a case of recovery of 30 Kg Poppy Straw from his vehicle PB10CQ9797. He was on bail in this case and indulged in NDPS Crime again, while being on bail. Outcome: Sustained surveillance led to the interception and arrest of Lakhwinder Singh today, thereby busting the entire network — Supplier, Carrier & Receiver. The case also highlights the increasing attempts by traffickers to move consignments of Contraband from the Kashmir valley towards other states, and the continued vigilance required to dismantle such networks. The NCB remains steadfast in its resolve to act against traffickers with an iron hand.
