Dear Jairam Ramesh Ji, I am shocked at your misinformation campaign launched in collusion and connivance with AAP to undermine the genuine achievements of Hon’ble CM Rekha Gupta Ji & the BJP4Delhi Govt in Delhi. So blinded have you all become in your zeal to oppose us that you are not even willing to read the very reports you are quoting! Let me bring some facts to the table. Firstly, as already stated by the CAQM, this year has recorded the lowest AQI and the highest number of clean-air days. Delhi has witnessed the highest number of clean days, barring the COVID period. Secondly, this remarkable feat was achieved despite allowing Deepawali celebrations and allowing the middle class more time to ply their vehicles. Thirdly, as far as the report presented before Parliament is concerned, even in that report, no final conclusion was given. Rather, the DPCC was asked to come up with a more detailed proposal, that is, it was asked to restudy the matter, which it did diligently along with the Environment Department and IIT Kanpur. Even otherwise, we find that the opinion of experts was centred around three issues: namely, the limitation of aircraft, the availability of clouds, and the possibility of rain. Anyone with even a modicum understanding of scientific method knows that the only way to resolve an opinion is to conduct experiments, especially when those experiments are conducted by an organisation as reputed as IIT Kanpur and are as cost-efficient as the present trials. More than 4 sorties, conducted at a cost of less than ₹1 crore (with a total agreement value of about ₹3.4 crore covering several more sorties), have already yielded valuable scientific data, while tens of crores were spent by “AAPda” on media campaigns that had no scientific utility at all. We have learned that even when it does not rain, cloud seeding results in a reduction of AQI. We have also found that trace rains occur even when the humidity is far less than initially anticipated. Furthermore, we have gained a deeper understanding of how inversion works and what factors are necessary for inducing seeding. And no one ever claimed that cloud seeding is a permanent solution. It is a solution worth exploring, because, at best, it may provide us with a viable answer, and at worst, it will enhance our scientific understanding. I would request those engaged in this diatribe to strengthen their understanding of scientific method and read before they speak, for this is all they have done when they had the opportunity to serve Delhi. This is now our duty, and we will leave no stone unturned to ensure a green, clean and pollution-free Delhi.
